West Virginia has initiated a mobile ID pilot program through a partnership with IDEMIA, marking a significant development in digital identification for the state’s residents. The program, launched in December 2024, enables citizens to carry digital versions of their driver’s licenses on their smartphones, following successful field testing conducted in collaboration with the Transportation Security Administration (TSA).
The West Virginia Department of Motor Vehicles (DMV) selected IDEMIA, a prominent provider of identity and security solutions, to implement the mobile ID system. The digital license contains all standard information found on physical driver’s licenses, including the holder’s name, date of birth, and address. The implementation follows IDEMIA’s successful deployments in other states, including Mississippi and Arizona.
Security features are a central component of the new system, with measures designed to ensure the digital IDs remain tamper-proof. The solution meets ISO 18013-5 standards, the international benchmark for mobile driver’s license security and interoperability. The mobile format provides residents with quick and convenient access to their identification information, particularly useful in situations where physical credentials may not be readily available.
“This new mobile ID system is a step forward in providing our residents with a more convenient and secure way to carry their identification,” said a spokesperson for the West Virginia DMV.
The implementation of mobile IDs represents an evolution in identity verification technology, following similar initiatives in other states. The digital credentials complement, rather than replace, traditional physical licenses, offering residents additional flexibility in how they present their identification. Notably, the West Virginia implementation includes TSA PreCheck support, allowing residents to use their mobile IDs at participating airport security checkpoints, joining a growing network of states embracing digital identification for air travel.
The mobile ID system is part of a broader national trend toward digital identification, with the American Association of Motor Vehicle Administrators (AAMVA) working to establish standardized verification services across jurisdictions. The standardization ensures that mobile IDs can be reliably verified across state lines and by various authorized entities.
