Belarus will launch a new electronic visa system on March 20, 2025, through its E-Pasluga website, modernizing the visa application process for foreign travelers. The system, developed in partnership with the Ministry of Foreign Affairs, will provide a digital alternative to traditional visa applications, joining a growing trend of digital identity solutions being implemented across Eastern Europe.
The e-visa platform offers flexible authentication options, allowing applicants to access the service using basic username and password credentials or through third-party authentication services including Google and Apple. Upon completing the application process, travelers will receive their visa confirmation in PDF format. The multi-factor authentication approach follows modern digital identity security standards while maintaining accessibility for international users.
As part of the security protocols, travelers must verify their e-visas by scanning a QR code using the E-Pasluga mobile application. The requirement aims to ensure the authenticity of digital visas at points of entry, using mobile verification technology that has become increasingly common in border control systems worldwide. The QR verification system adds an extra layer of security while enabling quick validation by border officials.
The implementation follows Resolution No. 953 of the Council of Ministers, which modifies Resolution No. 1065 from July 15, 2010. These regulatory changes establish the legal framework for the new digital visa system within Belarus’s immigration infrastructure. The timing of this initiative coincides with similar developments in the region, including Moscow’s planned implementation of biometric digital IDs for migrants in 2025.
The e-visa initiative is being integrated into Belarus’s national automated information system, representing an expansion of the country’s digital government services. The National Center for Electronic Services expects the new platform to drive increased international usage of Belarus’s Unified Portal of Electronic Services, furthering the country’s broader digital transformation efforts.
“The introduction of e-visas is part of our efforts to streamline the visa application process and make travel to Belarus more convenient and secure for international visitors,” said Svetlana Karanevich, who heads the e-commerce department at the National Center for Electronic Services (NCES).
