The European Union Agency for Cybersecurity (ENISA) has been tasked by the European Commission to create a cybersecurity certification scheme for the EU Digital Identity Wallets (EUDI). The initiative aims to provide EU citizens with a secure and standardized digital identity solution that can be used across all member states, with ENISA’s role being to ensure that these digital wallets meet strict security standards, protect user privacy, and are interoperable between countries.
The certification process will guarantee that EUDI Wallets can safely handle sensitive personal information, such as identification documents, medical records, and financial credentials. By establishing a unified certification scheme, ENISA seeks to foster trust in digital identity systems and facilitate their adoption both nationally and across borders within the EU.
Christiane Kirketerp de Viron, Acting Director for Digital Society, Trust, and Cybersecurity at the European Commission, emphasized that certification is “key for a successful functioning of the Wallets concept.” ENISA’s Executive Director, Juhan Lepassaar, stated that developing this certification scheme will support the timely uptake of digital identification solutions across the EU.
ENISA’s efforts will focus on two main areas: assisting in the development of national certification schemes for digital wallets to ensure consistency, and preparing a European cybersecurity certification scheme for EUDI Wallets and related electronic identification (eID) systems. This work will be conducted in collaboration with EU member states, cybersecurity stakeholders, and relevant working groups.
The European Union’s Digital Identity Regulation, which came into effect in May 2024, provides the legal framework for these digital identities. The EUDI Wallets are expected to be available by 2026, marking a significant step toward enhancing digitalization and strengthening cybersecurity and privacy for EU citizens.
