Estonia is expanding its digital voting capabilities by adding Smart-ID as a new identification option for e-voting in the upcoming 2025 local elections. The addition will complement existing authentication methods like ID cards and Mobile-ID, which have been managed by SK ID Solutions as the country’s trusted digital identity provider.
The implementation of Smart-ID follows a period of careful evaluation of Estonia’s digital identity infrastructure. In 2021, the government initiated a search for new mobile identity solutions, showing its dedication to advancing its digital authentication systems. The country has maintained a leading position in digital governance and e-voting since 2003, successfully operating its online voting platform without security breaches despite facing cyber threats.
Estonia’s commitment to digital innovation is highlighted by its recent decision to pilot a mobile ID app based on Ukraine’s Diia system, demonstrating its openness to adopting proven solutions from other digital leaders. The Smart-ID implementation marks the latest enhancement to Estonia’s digital voting infrastructure, building on the Estonian Protocol, a sophisticated cryptographic framework designed to maintain election integrity.
The Neuvote platform, which supports the e-voting process, implements role-based access controls and ensures end-to-end vote verification. The system’s security has been strengthened through partnerships with leading security providers, including an integration with FaceTec’s biometric authentication technology to enhance security and user verification.
Technical features of the system include cryptographic receipts that allow voters to verify their ballots were correctly recorded without compromising vote secrecy. The platform maintains comprehensive audit trails that enable post-election verification by third-party observers while preserving the integrity of individual votes.
The Neuvote system’s security architecture combines digital and physical safeguards to protect voting data. Each transaction within the system is logged in a tamper-evident format, creating a verifiable record that can be examined during post-election audits while maintaining voter privacy.
