New York State has launched a mobile digital ID program designed to streamline age verification processes in bars and restaurants, joining a growing number of U.S. states adopting mobile driver’s license technology. The initiative, backed by the New York State Liquor Authority, uses a smartphone app that generates QR codes verified through encrypted Bluetooth technology, eliminating the need for physical ID handoffs or internet connectivity.
Over 160,000 New Yorkers have already adopted the mobile ID system, known as “MiD,” marking significant growth from the 100,000-user milestone reached earlier this year. The program is voluntary for the state’s 59,000 liquor license holders, with the Department of Motor Vehicles offering both free and paid versions of the verifier app to businesses. The technology was developed by IDEMIA, which has implemented similar solutions in several other states and ensures compliance with the ISO 18013-5 standard for mobile driving licenses.
“There’s no way to fake a mobile ID; when your business uses mobile ID to verify someone’s age, you can be confident that the results are authentic,” said Mark J.F. Schroeder, Commissioner of the New York State DMV. The system uses encrypted key signatures to verify that the mobile ID was issued by the New York State Department of Motor Vehicles.
“No one at the DMV or the state of New York track where you use your mID. In fact, the technology was designed specifically to give users privacy,” said Commissioner Schroeder. “All the app does is authenticate age through DMV’s records to tell the bouncer, bartender or brewer that the person is old enough to be served.” The privacy-focused approach is similar to programs in other states, such as Maryland’s Mobile ID Check system.
“Mobile ID allows the hospitality industry to quickly and accurately determine a customer’s age without interrupting or slowing down service. On top of that, it has more features that prevent fraud,” said Melissa Fleischut, President and CEO of the New York State Restaurant Association.
The DMV is supporting business adoption by providing marketing materials to help establishments promote their acceptance of Mobile ID. The system operates independently of internet connectivity, requiring only Bluetooth technology for verification purposes, making it particularly reliable for venues with poor network coverage or high-traffic periods.
