Portugal’s mobile ID app is now officially recognized as legal identification, thanks to the implementation of new legislation.
The “id.gov.pt” mobile app allows users to store digital versions of their driver’s licenses, Citizen’s Card, the Documento Único Automóvel (DUA) vehicle registration document, and the ADSE health card for public employees. The new law decrees that these digital identity documents “are presumed to conform to the original documents, having equal legal and probative value.”
Portugal’s journey towards digital identification began with the creation of the Digital Mobile Key (Chave Móvel Digital), a secure authentication system for citizens to access various government services online. Building upon this foundation, the Agency for Administrative Modernization (AMA) envisioned an app that would further simplify how citizens manage and utilize their identification documents. This concept led to the birth of id.gov.pt.
The id.gov.pt app officially launched in January 2019. In its initial form, it primarily served as a secure storage space for digital versions of important identification documents like the Citizen’s Card and driver’s license. Users could readily access these documents on their smartphones.
Over time, the app evolved to incorporate new features, such as streamlined authorization management for data sharing and the addition of more supported documents like the ADSE Health card.
Today, the id.gov.pt app appears to have seen a healthy level of adoption within Portugal. By April of 2021, it had seen almost 550,000 downloads—a substantial number, given the country’s population of a little more than 10 million.
