The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has implemented a new mandatory registration system for mobile devices’ International Mobile Equipment Identity (IMEI) numbers, establishing a framework to regulate mobile device usage within the country. The initiative follows a broader trend of IMEI registration requirements being implemented across various nations, with Tajikistan recently implementing similar measures.
Under the new requirements, mobile devices must have their IMEI numbers registered with the TRCSL to operate on Sri Lankan networks. The commission has developed a specific registration process, though technical difficulties have temporarily limited access to detailed procedural information through official channels. The system is part of a comprehensive plan that will culminate in blocking unregistered devices by 2025.
Notably, the regulation includes an important exemption for existing users – mobile phones with active IMEI numbers that are already connected to Sri Lankan networks will not need to complete the new registration process. The grandfather clause helps ensure continuity of service for current mobile device users while focusing regulatory efforts on new devices entering the market.
The TRCSL has initiated a public awareness campaign encouraging consumers to verify that any new mobile phones they purchase have IMEI numbers properly registered with the Commission. The measure supports efforts to prevent the activation of unregistered devices on Sri Lankan networks and is part of the country’s broader strategy to enhance mobile security and combat device theft.
The IMEI system serves as a unique identifier for mobile devices, similar to a serial number, and is commonly used by regulatory bodies worldwide to track and manage mobile device usage. The global database system, maintained by the GSMA, enables authorities to track stolen devices and prevent their reactivation on mobile networks, contributing to both consumer protection and national security efforts.
While the implementation details are still being refined, the TRCSL has confirmed that the primary focus is on new devices entering the market rather than disrupting existing users’ service. “This restriction will not apply to phones with active IMEI numbers connected to Sri Lankan networks,” the Commission stated. The approach mirrors successful IMEI registration programs implemented in other jurisdictions, balancing security requirements with user convenience.
