The Telangana government is implementing an Aadhaar-based attendance system (ABAS) for healthcare staff across its public health facilities, introducing biometric verification to enhance attendance tracking transparency. The initiative builds upon India’s broader expansion of Aadhaar-based authentication capabilities across both public and private sectors.
The new system will be deployed across Primary Health Centers (PHCs), sub-centers, Urban Primary Health Centers (UPHCs), and Ayushman Arogya Mandir facilities, including basti dawakhanas and palle dawakhanas. Under the new protocol, staff attendance will only be recorded when employees are physically present at their assigned healthcare facilities, leveraging the security features of India’s national biometric ID system.
To facilitate the transition, the AadhaarBAS application has been made available for download on both Android and iOS platforms through their respective app stores. Healthcare workers will use this application to register their attendance through biometric verification, joining a growing ecosystem of Aadhaar-enabled mobile applications that are transforming public service delivery in India.
The state government has issued directives for immediate implementation of the system as part of broader efforts to streamline administrative processes in healthcare facilities. The move represents a significant shift from traditional attendance recording methods to a digitalized, biometric-based system, reflecting the growing adoption of digital identity solutions in healthcare management. The transformation matches projections showing substantial growth in the healthcare biometrics market, which is expected to reach $14.5 billion by 2025.
Healthcare workers in the state have expressed opposition to the new system, raising concerns regarding privacy and potential misuse of Aadhaar data. These concerns echo broader discussions about data protection in India’s digital identity ecosystem, particularly as Aadhaar authentication expands into more sectors of public life.
The implementation of Aadhaar-based systems for institutional attendance tracking has been increasingly adopted across various Indian states and sectors, reflecting a broader national trend toward digital authentication in administrative processes. The transition is part of India’s comprehensive digital transformation strategy, which aims to use biometric technology to improve public service delivery and administrative efficiency.
