The Republic of Moldova has launched a comprehensive digital wallet through its integrated government application, EVO, developed by the country’s e-Governance Agency with support from the Ministry of Economic Development and Digitalization, UNDP, and other strategic partners.
The app allows citizens and residents to access digital versions of their ID cards, driver’s licenses, and vehicle registration certificates, which are legally recognized by both public and private services. The application reflects Moldova’s commitment to creating a proactive, simple, and efficient state that respects and serves its citizens.
The system’s development saw additional contributions from USAID, the Governments of Sweden and the UK, the Ukraine Moldova American Enterprise Fund, and the World Bank.
“EVO is everyone’s product and this is only the first version,” said Dumitru Alaiba, Minister of Economic Development and Digitization. “There will be dozens more micro and macro improvements.”
The digital wallet was a result of a digital innovation competition supported by UNDP Moldova, a domestic branch of the United Nations Development Programme that is focused on sustainable development, poverty reduction, and strengthening democratic governance
“We are proud to have contributed to the development of the EVO app, which is designed to bring closer people and public services,” said Daniela Gasparikova, UNDP Resident Representative in Moldova. “This app incorporates a number of digital documents -– ID card, driver’s license, registration certificate – in a secure and simple way, having the same legal power as physical documents.”
The EVO app is continuously evolving and currently includes features like digital payment modules, personal data integration, and quick access to e-services. Future updates will expand its functionality to include services such as power of attorney and appointment scheduling.
The app is available as a free download via the Play Store and App Store.
