Italy is set to become the first European Union member state to implement the EU Digital Identity Wallet (EUDI Wallet), with beta testing scheduled to begin in early 2025. The initiative represents a significant step in the EU’s strategy to establish a unified digital identity system across member states, building on the successful launch of the eIDAS testbed that laid the groundwork for cross-border identity verification.
The implementation will commence with a public beta environment called “PLAYGROUND” in Q1 2025, allowing potential issuers and verifiers to test the system’s capabilities. A BetaID program will run alongside it to facilitate practical integration testing with real-world applications. The approach follows successful pilots in other EU nations, including Germany’s EUDI Wallet development, which has emphasized private sector collaboration.
The NOBID (Nordic-Baltic eID) Consortium’s Work Package 7 is developing payment integration capabilities for the EUDI Wallet, enabling both in-store and e-commerce transactions while maintaining compatibility with existing payment infrastructure. The payment functionalities have been detailed in a comprehensive white paper by the European Digital Identity Wallet Consortium. The NOBID consortium has been particularly active in this space, having previously been selected by EU authorities to lead cross-border payment pilots.
The system uses advanced technical frameworks including Decentralized Identifiers and Verifiable Credentials for secure identity management. The architecture builds on proven implementations, such as Finland’s eIDAS-compliant self-sovereign identity network. Privacy protection remains central to the implementation, with the system incorporating decentralized identity principles to ensure user privacy and data sovereignty while maintaining compliance with GDPR requirements.
As part of the EU’s broader digitalization initiative, the EUDI Wallet supports the goal of providing digital identification to all Union citizens by 2030. The initiative includes the development of the EU Digital Travel application, which will enable digital versions of physical passports to be stored on mobile devices. Recent pilots of Digital Travel Credentials in Finland have shown promising results, with 91 percent of participants reporting ease of use.
The integration of digital travel credentials with the EUDI Wallet will incorporate biometric processes and Near Field Communication technology. The VeriGO MobileTravel Assist app demonstrates this functionality by enabling the reading and storage of passport data on smartphones for transfer across various platforms, representing a significant advancement in secure travel document verification.
Under the eIDAS regulation, the EU is working to ensure interoperability of digital ID documents across member states. By 2026, citizens will have access to digital wallets that are recognized equally throughout the EU, facilitating seamless international travel and cross-border digital transactions. The timeline matches broader regional initiatives, including similar digital ID wallet implementations in neighboring countries planning 2025 launches.
