Estonia’s Ministry of the Interior’s Information Technology and Development Center (Siseministeeriumi Infotehnoloogia- ja Arenduskeskus) has issued a tender notice (No. 611304-2024) to create a new mobile-based biometric enrolment app for its e-residency program. The project aims to develop a multimodal biometric capture solution, enabling applicants to independently submit facial recognition, fingerprint scans, and verify foreign travel documents using their smartphones.
The initiative is part of Estonia’s continued digital transformation efforts, which look to enhance convenience for new and renewing e-residents.
The app’s development will introduce a self-service approach to streamline the e-residency application process, with users able to perform the necessary biometric data collection without needing in-person verification.
The project will follow a competitive dialogue format, allowing for collaboration between Estonia’s Ministry and potential service providers to refine project scope and requirements. The final decision will weigh factors such as price, cost, and quality metrics. The deadline for participation requests is October 24, 2024, with the contract set to commence on June 2, 2025, and last for 60 months, covering the app’s development, testing, deployment, and ongoing maintenance.
The app will be designed for use across Estonia’s major geographic regions, with a focus on accessibility for individuals with disabilities, aligning with EU directives on digital service inclusivity. This inclusive approach aims to ensure that the app will be usable by a diverse population while introducing stronger security through biometric verification.
