Illinois is preparing to modernize its identification system with two significant changes: the introduction of a digital ID system and the implementation of federal Real ID requirements in 2025, marking a major shift in how residents will verify their identity for various purposes.
The state plans to launch a digital ID system that will work alongside traditional physical identification documents. The initiative, established through House Bill 4592, makes Illinois the 12th U.S. state to adopt mobile driver’s license technology. While Secretary of State Alexi Giannoulias has not yet announced specific timing for the rollout, the system will comply with ISO 18013-5 standards for mobile identification.
Starting May 7, 2025, Illinois residents age 18 and older will need to present either a Real ID-compliant driver’s license, passport, or other federally approved identification to board domestic flights or enter certain federal buildings. Enhanced Driver’s Licenses issued by participating states will also be accepted as alternatives to Real ID-compliant cards. The requirement is part of the Transportation Security Administration’s broader digital identity initiatives, which have already seen success in states like West Virginia and Maryland.
To obtain a Real ID in Illinois, residents must visit a DMV office and provide documentation of their full legal name, date of birth, Social Security number, two proofs of principal residence address, and lawful status. Additional requirements may vary by state. The digital ID system will complement these physical credentials, offering residents a secure and convenient way to verify their identity using their smartphones.
The Transportation Security Administration has requested flexibility to implement Real ID enforcement in phases, with full enforcement planned by 2027. However, the Department of Homeland Security estimates that only about 70 percent of state-issued identifications will be Real ID-compliant by the initial deadline. The gradual implementation approach reflects the complexity of coordinating digital identity systems across multiple jurisdictions while maintaining security standards.
Rather than denying access to travelers without compliant identification after the May 2025 deadline, TSA plans to issue warnings to individuals, giving them until May 5, 2027, to obtain proper documentation. Nevertheless, officials recommend obtaining compliant identification before the initial deadline to avoid potential delays at security checkpoints. The extended timeline allows states and residents to adapt to both the Real ID requirements and the emerging digital ID infrastructure.
