The federal enforcement deadline for REAL ID compliance is approaching on May 7, 2025, marking a significant milestone in the implementation of enhanced security standards for state-issued identification documents. After this date, traditional state-level ID cards and driver’s licenses will no longer be accepted for federal purposes unless they meet REAL ID compliance standards.
For domestic air travel and access to secure federal facilities, individuals will need either a REAL ID-compliant document or another approved federal identification, such as a passport. The requirement comes as the Transportation Security Administration (TSA) continues to expand its digital ID acceptance program across various states, offering additional modern identification options for travelers.
California residents seeking to obtain a REAL ID can begin the process at REALID.dmv.ca.gov by completing an online application and uploading required documentation. The in-person portion of the application process at DMV offices typically requires only 15 minutes when started online. The streamlined process is part of California’s broader efforts to modernize its identification systems, including recent initiatives to develop mobile driver’s license capabilities.
“If you have plans to travel after May 7, upgrade to a REAL ID before the enforcement deadline. However, if you already have a federally approved document such as a passport, you can wait to upgrade to a REAL ID when your ID or driver’s license is due for renewal,” says California DMV Director Steve Gordon.
Required documentation for REAL ID applications includes proof of identity (such as a valid passport or birth certificate), proofs of California residency (like utility bills or bank statements), and a Social Security number, with some exceptions available. As of February 1, 2025, 18.6 million Californians have obtained REAL IDs, representing an increase of 169,116 from the previous month.
The TSA has proposed a phased enforcement approach that could extend full implementation until 2027. However, the May 7, 2025 deadline for individual compliance remains in effect, and travelers without compliant identification may experience delays at airport security checkpoints.
The REAL ID Act, which was signed into law by President George W. Bush in 2005, has undergone multiple implementation delays since its original 2008 deadline, due to various logistical challenges and the COVID-19 pandemic. Current data indicates that approximately 56 percent of driver’s licenses and identification cards in circulation nationally meet REAL ID compliance standards. The transition occurs as several states, including New York and Georgia, are simultaneously implementing mobile driver’s license programs to modernize their identification systems.
