Deutsche Telekom’s subsidiary T-Systems and Swedish digital identity specialist Scytáles have been selected by the European Commission to develop an age verification solution for the EU Digital Identity Wallet (EUDIW). The solution will be integrated into the EU’s digital wallet initiative, which aims to provide citizens with secure digital identification capabilities on their mobile devices. The selection extends Scytáles’ previous involvement in developing the core EUDIW infrastructure alongside Netcompany-Intrasoft.
The project supports the EU’s Digital Services Act initiatives and will deliver a privacy-centric age verification system capable of secure communication with online retailers to request necessary identity data. The EUDIW is mandated by the EIDAS Regulation, requiring all member states to issue and recognize EU Digital Identity Wallets by 2026. The timeline corresponds with the recent launch of the eIDAS-Testbed, which supports the implementation of the European Digital Identity Framework.

The technology confirms that someone really is who they say they are.”
Deutsche Telekom is currently participating in EU field tests for the digital identity system across multiple member states, including Germany, France, Austria, Poland, the Netherlands, Greece, and Ukraine. These tests include activating mobile phone cards and issuing health IDs. The company has been actively expanding its digital identity initiatives, including previous partnerships for ID wallet development and participation in major EU digital ID pilots.
The contract for “Development, Consultancy and Support for an Age Verification Solution” is valued at €4 million, with the total value of all contracts awarded in this notice being €1.99 million. The project supports the Commission’s Better Internet for Kids (BIK+) strategy, which prioritizes the safety and privacy of minors in digital environments. The development comes as Italy prepares to launch the EU’s first Digital Identity Wallet beta test in 2025.
