Portugal has implemented a new streamlined process allowing foreign residents to obtain multiple identification numbers through a single application, marking a significant shift in the country’s public services administration. The initiative builds upon Portugal’s recent digital identity developments, including the legal recognition of its id.gov.pt mobile ID app as an official form of identification.
The simplified system enables foreign residents to simultaneously apply for their Tax Identification Number (NIF), Social Security Identification Number (NISS), and National User Number (NNU). Applications can be submitted either in person at designated citizen spaces or online using a digital mobile key, which serves as part of Portugal’s broader digital authentication infrastructure for secure government services access.
Portuguese authorities have introduced a virtual conversation assistant on the gov.pt platform that provides guidance in 12 languages, making the process more accessible for non-Portuguese speakers. The digital tool helps residents navigate the application process and locate nearby citizen spaces, demonstrating Portugal’s commitment to using conversational AI technology for improved public services.
The service is currently available at 10 citizen spaces across Portugal, including locations in Braga, Cascais, Lisbon, Olhão, Lagos, Setúbal, Porto, Loures, Oeiras, and Faro. Officials plan to expand the service to encompass the entire network of over 930 spaces throughout the country, significantly broadening access to digital identity services for foreign residents.
“It is an important measure because it simplifies people’s lives,” said Minister of Youth and Modernisation Margarida Balseiro Lopes. “It allows citizens to go to just one service in person instead of going to three different public services or to do it comfortably at home.”
The implementation required coordination among multiple government entities, including the Agency for Integration, Migration and Asylum, the Administrative Modernisation Agency, the Tax Authority, and health and social security services. The integration represents Portugal’s ongoing efforts to modernize its digital identity infrastructure, following other initiatives such as the implementation of IDEMIA’s eSIM technology in the telecommunications sector.
